This manual contains a comprehensive system for putting into practice the theory that policies
formulated and adopted by the New Jersey School Boards Association and the Camden Board
of Education should guide the Superintendent in writing and implementing administrative
regulations. The system gives operating authority to the Superintendent, yet permits the
Board of Education to keep control of the district’s direction.
The manual is concerned with three basic types of directives, POLICY, REGULATIONS, and
BYLAWS. Policymaking is the most important job of the Board of Education. Through policy,
the Board gives the Superintendent a sense of direction without neutralizing his/her p
rofessional skills. The Board of Education must tell the Superintendent clearly, what it wants
accomplished, but should not tell him/her how to do it.
The manual contains two volumes divided into eight sections, each with its own index:
Volume I
1000 Series Community Relations
2000 Series Educational Administration
3000 Series Business and Noninstructional Operations
4000 Series Instructional and Support Personnel
Volume II
5000 Series Students
6000 Series Instruction
7000 Series Construction, Remodeling and Renovation
9000 Series Bylaws of the Board
The 8000 Series has been reserved for future use, should another necessary division arise.
Take the time to review the index preceding each series. This will make it easy to locate the
number of the particular policy topic you seek. Questions regarding policy should be directed

POLICY UPDATES!!
According to New Jersey Education Statute 18A:37-15, school districts shall adopt a policy prohibiting harassment, intimidation or bullying on school property, at a school-sponsored function or on a school bus.
The Camden City Board of Education prohibits the bullying, harassment or intimidation of any student. To view district policy on Bullying, harassment/intimidation review Policy File Code 5131.9 in the 5000 Series concerning students.
